American Recovery and Reinvestment Act (ARRA) of 2009
The American Recovery and Reinvestment Act of 2009 (ARRA) was signed into law on February 17, 2009. The purpose of ARRA is to create and save jobs, jumpstart the economy, and build the foundation for long-term economic growth.
ARRA includes measures to modernize the nation's infrastructure, enhance America's energy independence, expand educational opportunities, increase access to health care, provide tax relief, and protect those in greatest need.

Required ARRA Reports
Quarterly reports are required for the various funds the District receives from the Connecticut State Department of Education (CSDE) under ARRA. The data reporting is cumulative from quarter to quarter, and districts have until the 5th day following the end of a quarter to submit reports through the CSDE on-line system.
State Fiscal Stabilization Fund (SFSF)
The American Recovery and Reinvestment Act of 2009 (ARRA) provides approximately $542 million to Connecticut under the State Fiscal Stabilization Fund (SFSF) program over the next biennium. The Governor has committed the SFSF funds to help the State maintain current education funding levels for all 169 municipalities through its Education Cost Sharing (ECS) grant formula. The approximate portion of SFSF funds for each local education agency will be 14 percent of the 2008-09 entitlement. Stratford's total entitlement is $2,924,005. Education State Grant = $1,884,807; Governor's Service Funds = $1,039,198.
"Race to the Top" (RTTT) Grant Program
The ARRA provides $4 billion to be awarded in two phases for the "Race to the Top" (RTTT) grant program. The U.S. Department of Education has issued nonbinding budget ranges based on each state's population. Connecticut's estimated range is $60 million-$175 million. Through RTTT, states are challenged to create comprehensive strategies for addressing areas of reform that will drive school improvement. As a participating district, Stratford's share could range from $244,829 to $714,085 over four (4) years.
Title I ARRA Grants
The ARRA provides approximately $71 million to Connecticut under the Title I program. Stratford’s Title 1 ARRA entitlement is $574,808. Total Title 1 entitlement is $1,428,899.
Individuals with Disabilities Education Act (IDEA)
The ARRA provides $138,060,481 to Connecticut under the Individuals with Disabilities Act (IDEA): $132,971,468 for IDEA Part B, Section 611 and $5,089,013 for IDEA Part B, Section 61 (preschool). Stratford’s total IDEA ARRA entitlement is $1,689,753. IDEA ARRA = $1,625,484; IDEA ARRA (preschool) = $64,269.
ARRA National School Lunch Program Equipment Assistance Grant
The ARRA provides $785,878 to Connecticut under the National School Lunch Program Equipment Assistance Grant. Stratford received $9,557 for a heated transport cabinet, and a hot serving counter at Franklin Elementary School.
